New data show that as of June 30, 2026, there are a record 4,969 prisoners on remand (presumed innocent) in Hong Kong's jails. That is also a record 44.77% of the total prison population of 11,099. The population includes 394 (3.55%) who are immigration detainees, and 5,736 (51.68%) who have been convicted -- a record low percentage.

Hong Kong's surviving investigative journalists might want to ask the Department of Justice why this is the case.
